(PM) Mystery Modem (aka generic)

One of the local computers stores is selling some generic 56k modems.
I know they are not flex 1.0 and probably not even upgradeable to 1.0,
but we're not able to get them to connect to our PM3(3.7.2) even
at 28.8 speeds.

Basically, the modems just keep handshaking for about a minute or
so and then drops the line. An ATI3 commands give us a firmware
response of V0.511-K56-ACF-DP2. No where on this stinking modem
can I find a manufacturer name. It's got a Rockwell chipset on
it. That's it.

Does anybody know what kind of modem this is and how to get it
to successfully connect to a PM3? I've tried just about everything. :(
