RADIUS does not support Stac at this time. It is expected that 'Stac'
will be added to Framed-Compression by the IETF WG in the near future.
For now Framed-Compression = None will cause us to not do Stac or
Van Jacobson. Otherwise, if we can do it we will - ie if the card is
installed or the OR has the software. There is no way to toggle it by
RADIUS entry currently. We will support the new RADIUS entry when it
is available.
