I started an ISP at age 19. Owner, sysadmin, coffee-grinding specialist,
and bunn-o-matic brewmeister for a good number of employees now. It's a
lot of work.
The easiest thing to do if your operation is small, is to assign the
abusive users static IPs. They may think this is cool too, since they will
have a hostname when they login. Of course, they won't be able to operate
two different connections with the same IP number properly, it should end
the issue quickly.
Other methods would be to charge for connect time, while extremely fair,
is not practical for everyone, especially if they are under an existing
contract or billing arrangement.
I've not used PMMON, as we don't have this problem.
