So if it is setup correctly then it's more like frame-relay, where they may
sell 48 "dial-tones" off a T-1, but unless more than 24 people are using it
at once each user still has access to 56k of line capability?

And what of a household where the one incoming line is "concentrated" to
give them two lines? Still 56k each, if the SLC is installed correctly?
