(PM) File to local network

If I rember correctly this filer will allowin only access to our local
subnet:

1 deny 0.0.0.0/0 udp
1 deny 0.0.0.0/0 tcp
3 permit 204.215.32.0/24 upd
4 permit 204.215.32.0/24 tcp

Is this correct?
