I found the problem! Operator error, RTFM. I was using negotiated for the address instead of assigned.

Hrm, we "had" about 120 sportsters connected to PM 2's with NO probs. I
BET you might have a modem/port speed mismatch. Try "attaching" to a port,
then type at&f? (was it 1 or 2 for hardware flow? somebody remember me).
I want to say at&f2&d3&c1s0=1&w.
