(PM) Static IP address per port (fwd)

As has been said before RADIUS isn't a resource allocation protocol,
(which I don't subscribe to, to wit, Framed-Address, Session-Time,
etc.) however it certainly is used to accomplish this task, but you'd
need a more substantial daemon than Livingston provides. Its also
possible to use an out of the loop type of program. They've been
named here many times lately.
