I dont think the APC 600VA will protect against brownouts. You need an
ACTIVE UPS with a voltage regulator. Most UPS's will not kick in until a
certain voltage level. Voltage regulators constantly regulate the voltage
by receiving the line power and stepping up or down the power depending on
the voltage rating coming out of the wall. By definition, they also
protect VERY well against spikes as spikes cannot be transferred thru an
inductive type of transformer like that.
