(PM) 3.7.2 and Fallback on USR modems

A Livingston representative indicated that issuing an ati6 to a USR
Sportster would yield the following results:

He said that it was necessary for the FALLBACK to be DISABLED to achieve
a stable connection to a PM3 running 3.7.2. He didn't know the specific
AT command to achieve this.

Unfortunately, the only command I can find in any of my USR manuals is
ats27=16 which enables v.23 Fallback. This does not have any effect on
the results of the ati6 command or the stability of the connection.

Does anyone know what this FALLBACK status of ati6 is? If so, how do you
enable/disable it?

According to the Livingston rep, this is the key to getting USR's to
cooperate with 3.7.2.
