(PM) authentication between isps

ok.. this is an idea ive been thinking about and now an isp i work for wants
to do it.

say there are 2 isps, each one is on the other side of the country, or as in
our case, a different country.

both use livingstons, and both use radius authentication.

what we want to do is have their users able to dial into us, and if a user
isnt in our database, they would authenticate fro their radius.

and the reverse as well.

how would one go about this 'peering authentication' or whatever the best term
is for it.

another idea would be a lot of little isps all sharing a distributed radius
database which couldbe accesses from a single point...
