Fun with Frame Relay and ComOS 3.7

I have the 3 Lines From Hell, which have only gotten moderately better with
ComOS3.7, which makes me more convinced this is a Telco problem, but convincing
them of that may be tough.

An outage, from our side looks like (slightly despammed):

Note that at this point, we haven't gotten a response to Sequence 55 or 56...
so I go look at the port (and yes, the port is really that ugly -- some of that
is from testing, but I see lots of CRC/Abort and Frame errors)

At this point the Livingston seems to figure something is wrong and starts
requesting a full status... But still hears nothing. (Note that I'm not
receiving a thing either... not just no LMI, but no data either, since there's
no slifread's.)

Around here, MCI decides the line is down and tells our Cisco to kill it:

Though, it looks like the Livingston is more forgiving:

Eventually the Livingston gives up and tries resetting the port:
sync_device_check (W1): Restarting Transmitter

Now, any ideas on what could cause this? It's ComOS 3.7 (as per the subject)
and it just seems that all input from the CSU stops completely until I manually
(or via a script) do a 'reset w1', which resolves the problem.

To give you an idea of how crappy this line is:

Yes, this is the demon spawn line from hell, and any suggestions anyone here
has about Mystery Telco Frame Cloud stuff would be useful.
