What switch type at the telco? I've heard that DMS-100s under load react
like that, something about a software bug...

How many lines? Does it happen when you hit a particular number of users?

On our 3rd PRI they didn't do the rollover from trunk/span 2 to 3 so,
there was a funk message like 'A person on your party line is trying to
connect with you please hold...'

Magically it was fixed after 2+ weeks, and no one at the telco has claimed
credit...
