"Lost-Carrier" == dropped_connection ?

I've got a PM-3 with the pre-56K modems and (I think) ComOS 3.5.1
Some of my users get their connection dropped on a semi-regular
basis. The logs always show "Lost-Carrier" as the reason for
termination when this problem occurs. This being my first
terminal server, I don't have the confidence yet to point a definite
finger away from the Portmaster, though the portmaster certainly
has given no indication that it was encountering problems itself.
I see "Lost-Carrier" about 10% of the time, and maybe as much as
50% of my very small user base has been dropped at some time or
another.

>From the experienced knowledge base here on p.u., what do the
odds suggest as probable cause? Possible fix?
