Be persistent. After over a year with consistent problems similar to what
you describe. (mine would hang, and require a reboot of the PM or a
physical disconnect/reconnect of the isdn line to restore service.) I was
able to get them to put an analyzer (bidirectional) on the line at the CO.
They finally made a config change in the cables at the site to reduce the
'bridging' of the wires and the problem completely disappeared.
