Are you sure the user's side is really connecting at 4800?
I have a USR TC rack, and on an x2 connect, it always shows the connect
speed as 29000 on the TC rack's reporting. Since I can monitor the TC
rack's modem speed, it always switchs to the correct 48000 speed.
The client modem always reports the correct speed of 48000.
Maybe the PM3 has a similiar problem?
