As reported several times to livingston support with no response
(I was on beta test for DOV support for several months):

Dialing...

Call Terminated - Unknown 0x39 (57)

NO CARRIER

303-414-2000 is configured trunk-side CT1 on a pm-3 w/ ComOS 3.7,
and I am dialing from on PM-2e with a 5BRI card. That channel can
receive calls fine, and call PRI or BRI lines just fine. Previously,
(in beta) I'v had successful call completions, but never get any
data thru the call, and eventually it hangs up. Now it won't even
complete the call.
