The /28 is not exactly necessary since the Framed-Netmask applies just
fine...
Anyhow, the /28 means 255.255.255.240. /28 means a 28 bit subnet mask.
255.255.255.0 is /24
255.255.255.128 is /25
255.255.255.192 is /26
255.255.255.224 is /27
255.255.255.240 is /28
255.255.255.248 is /29
...
