routing in radius

I'm shaping the electrons to ask you about using the "framed route"
function in Radius. We have the following entry in our user file for a
customer with a 240 subnet:

greek Password = "greek"
User-Service-Type = Framed-User,
Framed-Protocol = PPP,
Framed-Address = 209.63.6.225,
Framed-Netmask = 255.255.255.240,
Framed-Routing = None,
Framed-Route = "209.63.6.224/28 209.63.6.225 1"
Framed-Compression = Van-Jacobsen-TCP-IP,
Framed-Filter-Id = "std.ppp.in",
Framed-MTU = 1500,
Idle-Timeout = 3600

In the Framed-Route line what exactly does the /28 stand for? This
confuses us as we know the .240 netmask allocates 16 IP numbers.

As usual my electrons are hoping to getting into a happy design.
