The people you really want to communicate with are the other users who
have been there before - and you'll find them on isp-telco:

saying "subscribe isp-telco"
It's not a very high volume list, but it makes up for it by having
perhaps the highest signal/noise ratio I've ever seen on an email
list. Ask a good question and you'll get good answers from people who
know - and who generally view things from an ISP perspective.
