I asked the same question when OSPF was first introduced. I was told
by Livingston tech support that the choice was based on less overhead
for injecting E2 routes vs changes in link states. (I don't know OSPF
internals as well as I'd like but I don't see that there is really
much difference) Although I disagree with this choice, it seems to be
correct as far as the design goes.

Correct.. The link to the cisco will likely be Full/DR (Designated
router) with the others in TwoWay (assuming default priorities). If
you have assigned a router priority other than 0, the router with the
highest priority will establish Full communication. The next in line
does likewise but is the BDR (Backup DR). The rest will be in TwoWay
communication with each other until either the DR or BDR becomes
unavailible.

Normal behavior on a multiaccess network. Designed to reduce the
processing each device must do as well as limit the traffic that has
to pass over the wire..
