Sharing modems across the network

I have a PM2e-30 , which I have connected to a usr digital modem bank. Is
it possible to set up some of the modems to be used as a dial-out device by
Windows95 users on our lan ? The portmaster manual talks about the host
using a in.pmd file. We are using RADIUS with our Pm , but it's RadiusNT.
The in.pmd sounds like a unix solution.
Any ideas ?
If I have to I could find a unix box to set up , but then I might as well
buy a 8 port IOLAN box which supports NT as well as unix.
