limit user login

Hi, We are an ISP and we install Radius 1.16 for our authentication
server
We have two access server for two different group of user, one for ppp
user and the other one for priority user.
I have some question :
- Is it possible to make two different group, so that the priority user can
have access through ppp's access server ?
- Is your new Radius 2.0.1 can limit user session to one login ? I've read
from Livingston product documentation that if we want to do that, then we
must make
change in radiusd.c with some trade off.
