RFE: RFC1696 mdmMIB support

Consider this a request for implementation of the RFC1696 Modem MIB
in ComOS.

There is some nice info available now in the Livingston Enterprise
MIB, but it would also be very nice to be able to access the
mdmStatsTable from RFC1696, for example.

OTOH, RFC1696 doesn't have some of the info I would *really* like
to see for quality control, but that is available via the CLI.
It would be really nice, then, to be able to get the current
transmit and receive rates via the Enterprise MIB, for example.

We've had some terrible luck with our LECs in a couple of
areas with poor inter-office facilities or some other factors
making modem connections from certain exchanges to our POPs
extremely poor and unreliable. They're not very good about
working with us to fix the problems. I would love to have some
plots of the distribution of connect speeds and errors from
various exchanges to show them, and to send to the PUC if needed.

I figure I can do some more sniffing and hack bpmtools some
more for the new ComOS attributes (Up for it, Gary?) but official
help/support would be really nice.

I realize that Livingston is aiming at a different price point
than Cisco, and maybe my request just doesn't fit the marketing
plan, but their more complete support of SNMP for this kind of info
is one of the reasons I haven't bought an IRX in a while....
