Of course, US West pricing differs from state to state. We were paying
about $40 for a measured POTS line with all the taxes and fees. The
quoted price on the new service was about $53 with all the taxes and fees.

Not laying more copper is a good thing for both us and US West. We don't
have to keep using up all the copper and waiting for US West to supply
more, and US West doesn't have to pay for more copper. Since the service
probably costs US West less than POTS lines, I don't know why they charge
more.

Actually, we are currently waiting for US West to install more copper for
HICAP. (MCI leases HICAP from US West to deliver our lines.) I'm not
sure why they can't use the 50 or 100 free pairs already in place.

I don't think MCI could justify the $5 million investment in small towns.
They are already losing $800 million on local services this year.
