Most likely that is what it is. You can confirm it with 'radiusd -x' to
see if multiple requests are coming in. That would indicate that there is
more than a 3 second delay in the response getting back.

Usually increasing the bandwith. If it is slowing RADIUS packets down
then it is almost certainly also a bottleneck on other data too.
