OR-U connection over 56K voice

Is it possible to force an ISDN voice call using an OR-U? I'm getting
"facility not subscribed" errors when I try and call my ISP, and
the explanation is that I need to make a 56K voice call. The port status'
all look okay (NT+ TELCO+ CTS+ DCD- and IDLE)... I'm open to suggestions
as to how to complete the call.
