Once upon a time Chris Clein shaped the electrons to say...
>If I have portmaster A on IP 206.47.148.x can I assign a standard dial =
>=3D in-user a different IP number or does it have to be in the same =
>class C =3D as portmaster A. Also is Framed-Routing necessary ?

You can use IPs from another subnet - but make sure the routing on your LAN
is ok to handle it. I'd run OSPF.

No, Framed-Routing is not required.
