The problem is these are bogus RADIUS entries.

Why such an odd MTU? And did you actually have a 'std.ppp.in' and/or
'std.ppp.out' filter on the PM? If not, drop that Filter-Id line.

Also, it is very unusually to have routing to dialup users.

This will never work - you have no authentication on this entry at all.
How will it authenticate any users that match DEFAULT?

Same issue with the filter and routing here too.
