Not a solution where the backhaul CO is not a local call. We have the
case of three towns where analog calls were local but ISDN between the
towns was not because of back haul for one of the three towns.
In another case. it is forcing us to install two T1s. A local CT1 for
analog calls and a remote PRI for the ISDN calls since the ISDN capable
CO is not a local call.
