We have no idle time. The way ComOS works is that anything will use 100%
of the CPU cycles *IF AVAILABLE*. It is a very efficient time shared
system - but it means monitoring is meaningless. And changing it would be
a gut level recode of the ComOS that has been working so well for so long.
