What are you using and what OS? PM-2, PM-3, etc.

I use a Fujitsu notebook with a Fujitsu 33.6 Powersaving Modem connecting
to PM-3 OS b20 and it works great. It also worked great with b8 and b16.

I normally connect from home at 26000 but I have crumy phone lines. Here
in the computer room I can connect at 31200. I do have one problem in
that I rarely connect on the first try. Always on the second.
