Getting Service-Type=Login-User to work

Hi everybody:
I'm a PM3 newbie who has only used Service-Type=Framed-User in
the past, but now I would like to use Service-Type=Login user. The
DEFAULT entries that I'm using are:

(from /etc/raddb/users:)

DEFAULT Auth-Type=System,
Service-Type=Login-User,
Login-IP-Host=207.212.234.2,
Login-Service=Telnet

DEFAULT Auth-Type=System,Prefix="P"
Service-Type=Framed-User,
Framed-Protocol=PPP,
Framed-IP-Address=255.255.255.254,
Framed-Routing=None,
Framed-MTU=1500

My problem is that when I use a terminal emulation program
(minicom with Linux) to dial my PM3, and enter my username, I get an
"Invalid Login" response. If I enter Pusername, though, PPP is
started up just fine. I am also able to login to the PM3 as !root.
Of course, 207.212.234.2 is a machine that I have an account
on, which is listening on TCP port 23 for a telnet connection.
Can anyone tell me what I've done wrong, and what I can do to
fix it?
