[Long] Problem negotiating a fixed IP address

Hi there,
Below, please find a debug session from an OR-U trying to dial in to an
Ascend 7000 box and negotiate a fixed IP address (206.87.114.251). From
what I can gather, the Ascend box is forcing me to use a dynamically
allocated address, and the Livingston is refusing. I have tried telling
the livingston to negotiate an address, but that won't work either. I'm
stuck, and Livingston tech support is on vacation today. Can anyone shed
*any* light on this one? Using the exact same settings, I can negotiate
a fixed IP address into an analog line on the same Ascend box.
