This is one of their server side modems right? Ie, NOT a POTS line.

The PM has NO control over the modem connects at all. Any limit on the
modem-to-modem connect speed is an issue for the modem configuration or the
lines.
By the book AT&F1s0=1&W is still correct for USR modems with X2.
