Sending Refuse Call - No Ports

Well, here's one I've never seen before. I'll toss it out to the list
since there's no Tech Support on the weekends....

Two ports (one BRI) on a 5-BRI card show the following:

Modem Status: DCD- CTS+ TELCO+ NT1+ Disconnect: invalid Call Ref

This normally refers to the SPIDs being incorrect, but this circuit has
worked for months and has not been modified.

Going into the debug mode shows repeated instances of the following:

S26/S27: Sending Refuse Call - No Ports
S26: Received Disconnect Ack
S26: Received Call Clear
S26/S27: Sending Refuse Call - No Ports
S26: Received Disconnect Ack
S26: Received Call Clear

An incorrect SPID would show up differently here - anyone have a clue
what this means??? Is it the PM or the telco?
