ADTRAN ISU 128 and IRX

I'm having a problem setting up a connection between and ADTRAN ISU128
connected to a PM IRX router dialing to one of my PM2ER-20 BRI ports.

I'm sure something simple is wrong.

What I'm trying to do is connect 128K syncronous multi.

Everything on the telco side seems to be ok conserning the ADTRAN. The
trouble is on the DTE side of the interface. It appears that the IRX
can't talk to the ADTRAN.

The connection looke like this:

IRX->ADTRAN <===> BRI port of the PM2

When I try to cause a dial I get:

I can dial the ADTRAN through the front panel and it works. I can see
the CD light come up and it reports a 64K connection. So I know that
the telco side of this is working.

I can give the ADTRAN setup information, but it's pretty tedious to
get. I think I've got it set for 128Kpbs syncronous to the DTE side,
with the ADTRAN clockin set to "Normal". I've also tried "EXTERNAL"
with no noticable effect.

Can anyone with experience tell me how I should have the ADTRAN set up
?

Here are some of the settings that I think my affect the problem:

Call Type : Data 64K
Dial Options : V.25 HDLC FLAG (I have something to say about this in a
second)
Protocol : V.32bis

Here's the symptoms: If I set the dialing option to AT command, the
ADTRAN will lock up until I power down the IRX. If I use a V.25 HDLC
without the "FLAG" choice, then only the TD light appears to sync, the
RD stops.

I have the bit rate set to 128000.

Please advise.
