Net boot with BSD/OS

I was shipped a OR-U with corrupted ComOS. I'm trying to netboot with
BSD/OS as the host. I have tftp enabled. I have the /tftpboot directory
created with the files:

-rw-r--r-- 1 root wheel 12 Apr 11 14:23 ipaddr
-rw-r--r-- 1 root wheel 390152 Apr 11 12:29 or_3.5L

I have /etc/ethers and /etc/hosts listing the IP address.

The problem: I run rarpd and I get the following error:

we0: 0:0:c0:96:a:8a
we0: 0:0:c0:96:a:8a
[etc]
rarpd: error: /dev/bpf10: No such file or directory

I am unable to MAKEDEV bpf. It only does 0-9.

What am I doing wrong.
