What about modem throughput for compressible data?

I've been testing a PM3 and noticing a bit of a drop off in terms of
textual data and *very* compressible files (a test file of all nulls
bytes): it managed only a consistent 5.9kbps rather than an 8.4kbps
I've seen with the same calling modem (USR courier, 28k8 connection)
to other hardware. (test was a single ftp data connection back from
an otherwise unloaded ftp server, and switched ethernet in-between PM3
and server).

Livingston rightly pointed out that their V42bis dictionary is
currently on the small side (512 rather than a seemingly more common
2048 bytes), but should this have such an impact upon an all NULL byte
file? Even trying with an 'ordinary' text file doesn't make much
change in throughput. Could the problem also be in the configuration
of the PM3 somewhere? There's no apparent pausing in the connection,
nor any indication of transmission errors, etc.
