Idle-Timeout Filtering

This may have been asked before, so I apologize if I missed it...

Are there any future plans to revise the ComOS so that certain types of
packets will be ignored by the idle-timeout such as POP3 and ICMP's (or
whatever else) so we don't have user's camping out on our non-dedicated
dial-up lines?

And if there are no plans, are there a problems with an implementation of
such a feature?

Are there any other ways of dealing with such a problem besides watching
their in and out octets over time?
