Because in the US, the NIU must be supplied by the customer. With the S/T
interface, the customer would need to buy five NIUs, with accompanying
wall-warts, cabling, jacks, etc. With the U-interface you just plug the
line in from the phone company and you're done.

In many other countries, the NIU is supplied by the phone company, so the
customer must interface at the S/T point. Hence, the U-interface is
preferred in the States (you don't have to buy an NIU per line), but
elsewhere the S/T interface may be _required_ if the customer doesn't
have access to the U-loop.
