So what? you have 28.8ks on your end, but what about the ones that
are dialing in from zimbabwe on their 2400s to support 2 people? Or,
well, people calling in with their mac classic piece of a doorstop
and their 2400 modem...

CC systems only need to move what, maybe 256 bytes... waiting on a
CC machine to tone v.32 will make the whole thing useless.
