DOV is Data Over Voice (DOSBS) I presume. That is ISDN and having modems
installed has zero impact. With or without modems installed, it will
still be handled by the motherboard.

The modem cards are *only* used for calls originated on an analog modem.

Whether or not you can have 2 phone numbers set on the same PRI line is
something you need to ask your RBOC.
