The only time you assign IP is network.

You cannot assign an IP to a port for ANYTHING except hardwired. Period.
If it is a dialin or dialout network connection, the IP is determined by
the user or by the location table.

For dialin it could be possible to hack RADIUS to make a pseudo-fixed IP.
