Is there a group that I can subscribe to that is more specific to modem usage ?

I use all USR 28.8 Sportsters with PM2eR's...

I have several customers complaining that they only get 2400 baud connects
as they say EVERY time they connect. I test all modems weekly, and never
get less than a 26,400 connect...

Is this just a connect message, that they might be getting ? Is there a way
that I can verify connect speed from my end.....
Any suggestions...
