PM to PM backup connection

The ISP that I work for needs to setup a backup link from one of our
POP's to the central "hub". To do this we feel that we need one 28.8
connected all the time and another 28.8 connected either on demand or
continuously depending on the expected load. The connection needs to be
over standard telephone lines. My question is has anyone setup two
portmasters to do this with load balancing between the first and the
second line. Both PM's are running ComOS 3.1.2. If anyone has any
suggestions on how to do this I would appreciate hearing from you. The
actually commands to type would be nice :).
