By 'rotary phone lines' I assume you mean you have a rotary so that users
dial one number amd it goes up the series of lines if busy. And not that
you have rotary dial lines (as opposed to touch-tone).

If you have a rotary, you need to ask the telco to remove one line, usually
the last. If you try to dedicate a line from the middle of a rotary, anyone
not authorized to connect to that line will be rather upset to land on it.

Isolating the line is the easiest way - don't give out the number to other
users and they won't land on it.

To be extra secure, you can modify RADIUS to watch the port number in the
connect request, and yea/nay on that.
