ether0: Restarting receiver after Buffer Fill

Now, I've never run 0x18 before, which is supposed to log route
updates to syslog, so I don't know if it's related.
Why would the ethernet receiver fill up its buffer? There
were about 15 users on the modems at the time. Could this be a
side-effect of modem flow control?
