Todays strangeness (Login problem)

I've beaten my brains to find a solution, but it eludes me so I thought
I would bounce it around here. I'm probably overlooking something simple,
but like most problems, its hard to see the whole thing unless you step back.

Anyhow, this morning the terminal server started issuing "Access Denied"
messages to shell logins. I am using the Radius service prefix (S/P) to
start network logins, and the username alone to start shell logins.

Radius is working properly and sends an ACK to the terminal server as it
should. It doesn't appear to be a host problem, as the terminal server
doesn't generate any traffic to the rlogin host before it gives "Access
Denied".

Like I said, its probably something simple. Anyhow, here is my port
config.
