One who will not allow telnets to its default host?

Or how bout one that allows modems to connect but then I get no OS. I
imagine that that is what it is cause I can't telnet to it or ping it
either. Is it possible to upgrade this one with PMWCons? Or is it a bit
more of a special implementation if you can't even get a connection to it?
