Do you literally mean every line in each file is a comment or blank line?
I find this very strange, but possible -- I'll have to check this one out...
This means there are no check-items nor reply-items. It also means you
would never go to the authfile since there is no check-item for the
Authentication-Type = Realm attribute.

Messing around with it (as you say) may have inadvertently screwed something
up. Perhaps if you sent me a copy of your users file. Let's not worry
about the authfile since it sounds like you're not interested in using it
anyway...
